Most German public universities charge no tuition at all, to Pakistani students included. The money you need is for the visa, not the degree.
Two exceptions you will not hear elsewhere. Baden-Württemberg charges non-EU students €1,500 per semester at around 50 institutions. TU Munich charges €4,000–€6,000 a year for bachelor's and €8,000–€12,000 for master's. Every other public university remains tuition-free.

At public universities in most German states, yes — there is no tuition fee for Pakistani students. You pay a semester contribution of roughly €300–€400, which usually includes a public transport pass. Baden-Württemberg and TU Munich are the exceptions.
€11,904 for the year, deposited into a blocked account, which releases €992 to you each month after you arrive. This is the real barrier for most applicants, not the tuition.
Yes, particularly at master's level, where English-taught programmes are widely available at public universities. Bachelor's programmes are more often taught in German and need a B2–C1 certificate.
